Ex-Ambassador Allegedly Spied for Cuba

(AmericanProsperity.com) – A former United States diplomat who served as the ambassador to Bolivia was arrested on December 1 after being accused of secretly serving as an agent of the Cuban regime, following a long-running FBI investigation. Authorities arrested Victor Rocha in Miami, Florida.

The US Department of Justice accused him of working on behalf of Havana to promote the interests of the communist dictatorship within the United States and other nations in Latin America. Federal law requires those who are doing the political bidding of a foreign entity or government inside the country to register with the DOJ.

The 73-year-old diplomat spent his 25-year diplomatic career under both Republican and Democratic administrations. Rocha’s diplomatic postings included a prominent role at the US Interest Section in Cuba, at a moment when the United States lacked full diplomatic relations with the communist regime of former dictator Fidel Castro.

According to prosecutors, Rocha spied on behalf of Cuba’s intelligence agency and supported Havana’s clandestine intelligence-gathering mission. A federal grand jury in Miami indicted him on 15 counts and said he was part of a scheme to harm the “interests” of the United States and act as a “clandestine agent” in the country.

While the affidavit filed in support of the criminal complaint didn’t provide any detail about the top-secret information that prosecutors said he shared with the Cubans, charging documents noted he fostered a relationship with Cuban “handlers.” The affidavit added that the diplomat worked with “unnamed conspirators” of Cuba’s intelligence community for years.

Rocha was born in Colombia and raised in New York City. He was the top American diplomat in Argentina between the years 1997 and 2000, at time when the country’s stabilization program backed by the Clinton administration was collapsing, triggering an economic and political crisis.

Rocha also served in Bolivia, the Dominican Republic, Mexico, Honduras, and Italy. He also worked for the US National Security Council as a Latin America expert.
