According to a report from CBS News, Proud Boys leader, Enrique Tarrio, whom authorities have charged with seditious conspiracy, had received a document titled “1776 Returns.” The nine-page memo covered plans to occupy congressional buildings in protest of the 2020 election results.
The plan was for protestors to invade crucial buildings and relay their demands, which were for a completely new election to take place on January 20, 2021, asserting it couldn’t be a recount. The document stated the election would only include paper ballots, with no other means of voting including electronic, absentee, or mail-in. The “1776 Returns” memo also listed IDs being required to vote and for the National Guard to monitor the process.
At the time, Tarrio and other leaders within the Proud Boys were creating a “Ministry of Self-Defense,” which would serve as a nucleus of leaders for a new chapter within the organization. Tarrio noted the additional group served to plan national rallies, with its first event being January 6, 2021.
CBS noted that an unidentified female sent the “1776 Returns” memo to Tarrio, indicating it wasn’t the Proud Boys who started the January 6 protest, but instead another mastermind was behind the event.
