The alarming security breach began in mid-June when an unknown scammer created a Signal account using the name “[email protected]” to reach at least five senior officials.

According to multiple reports, these targets included three foreign ministers, a U.S. governor, and a member of Congress.

The impostor left voicemails and sent text messages that convincingly mimicked Secretary Rubio’s speech patterns and writing style.

On July 3, the State Department issued an urgent notification to staff warning of the fraudulent communications.

The agency advised employees to report any suspected impersonation attempts to the Bureau of Diplomatic Security, highlighting the serious nature of this breach in diplomatic communications.

The ultimate goal of these sophisticated deceptions is to gain unauthorized access to sensitive information or accounts belonging to powerful government officials.

Former Obama advisor David Axelrod emphasized the alarming implications of this incident.

“A Marco Rubio impostor is using AI voice to call high-level officials. This is the new world in which we live and we’d better figure out how to defend against it because of its implications for our democracy and the world,” Axelrod warned.

The State Department has acknowledged the security breach but remains tight-lipped about specific details.

A senior state department official stated:

“The State Department is aware of this incident and is currently investigating the matter. The Department takes seriously its responsibility to safeguard its information and continuously takes steps to improve the department’s cybersecurity posture to prevent future incidents.”

This is not the first such impersonation targeting the Trump administration. The incident follows other high-profile AI scams, including one involving White House Chief of Staff Susie Wiles.

The FBI has been warning about impersonations of U.S. policymakers since April 2025, advising government officials to exercise extreme caution with messages claiming to be from senior officials.
